The commissioners were established under the land drainage Act 1861 and confirmed by the land drainage (Woodwalton) provisional order confirmation Act 1918. The drainage board shall consist of six members whom any three shall form a quorum. Qualifications being the proprietor of not less than 20 acres, the hier apparent of a proprietor (not being himself a member) of not less than 20 acres within the district, the occupying tenant of not less than 40 acres, the agent of a proprietor of not less than 20 acres. On 30th March 1988 Anglian Water Authority made an order under the land drainage Act 1976 to amend the district boundary and change the election of member's procedure and increased the number of members to seven. The Environment Agency confirmed that although the order was signed it was not implemented bu DEFRA.
