PUMPING STATIONS / DRAINWORKS / OTHER COMMENTS

 

a) The Clerk to confirm that all drain work notices have now been served upon the relevant authorities and ratepayers.

 

b) Goosetree Estate – decking – all materials have been purchased and the work will be carried out when time permits

 

c)  Manor Farm – metal support frame – provision is to be made for the lifting of two pumps at Manor Farm to refurbish the metal frame work and overhaul the pumps estimated at £15,000.

 

d) The Electrical Engineer has started the annual service checks to the panels and levels.

 

e) Water inlets and Water control structures – the fabrication and fitting of  two water controls and grill flooring at Farcet Fen was undertaken by T Kew and repairs to the Horsey Toll inlet will be undertaken this year along with provision for a further one in Glassmoor and Mereside area. The Clerk has spoken to T Watson of Fenland D C regarding a pipe under Milk & Water Drove who in turn referred him to Richard Kingston of Cambs CC who had no objections but then referred him to Andy Chatfield the Street works manager.

 

f) The fire extinguishers have been serviced at all stations.

 

 g) Repairs to the radiator on the diesel engines at Ironside and a new water inlet feed pipe at Lords Farm was undertaken by Nightingale Farm Services. They also assisted with the Vulcan insurance inspection of the air receivers.

 

h) McCains – discharge from Bradley pit

 

i) Must Farm – Hansons - reorganisation of drainage system.

 

j) Vulcan Inspection Services – Reports of an examination under Pressure Systems Safety Regulations have been received in respect of the Air Receivers

 

5              General Matters

a)  Risk Management - Control and Risk Management – The Clerk to report upon Risk Management Assessment. A review of the Board’s Insurance cover is still under review and adjustments have been made to the level of cover of the pumping stations and contents.

(ii) Financial Regulations – To consider whether any changes are required to the regulation reviewed last year but approved on 14th June 2005.

(iii) Regulations as to Proceedings – To consider whether any changes are required to regulations reviewed last year but approved on 14th June 2005.

(iv)The Health & Safety – The Clerk to report upon arrangements.

 

b) Planning Matters - The Clerk to report that the Consulting Engineer had dealt with the following matters on behalf of the Board:

Further consultations on the Flood Risk Assessment from G Beel Consultancy on the proposed extension to re-cycling yard at Eldernell lane by P J Thory Ltd.

Solar Farm at Reach Drove – It has been reported that the Government has pulled out of funding of Solar Farms and it is not certain whether the project will be carried out.

Cambridgeshire and Peterborough Minerals Waste Plan – Core Strategy Development Plan Document has been found sound by the Planning Inspector who carried out a public examination of the document.

The next step is for Councils, following respective Council meetings to approve it for adoption on 19th July 2011

Magna Park – Stanground

Retail store Eastrea Road, Whittlesey – Flood Risk Assessment received and circulated. A letter from MTC regarding the drainage at the site has also been received asking the Board to take immediate legal steps to require Mr Forster to reinstate the southern outfall in order to provide an outfall for the site.

Jones & Tingey – Proposed wind turbine Mereside Farm, Ramsey Mereside

c) Consents - The Clerk to report that the following consents have been granted

No 1       Chapel Bridge Farm two water control structures at Michaelwaite Farm

Goosetree Farm – consent pending for a fence within nine meter maintenance strip

Anker of Coates - question of discharge from Klargester wash down and silt separator

f) Environment Agency Water Framework Directive – Whittlesey Washes Flood Study – meeting 6th June 2011-05-13

 

The Nene (Whittlesey) Washes status as a reservoir requires an overspill to be installed, to allow excess flows from the Washes into the Middle Level area in times of the 1:1000year flood event. No overspill has been proposed for the northern bank because of the legal definition of the Nene Washes as a reservoir. The Middle Level Commissioners have opposed the proposals.

g) St Germans Pumping Station – The Chairman, Vice-Chairman and Clerk attend the official opening of the station on 20th April 2011

h) Myriad CEG – small – medium size wind turbines – cost of £62,500 with a payback period of 7/8 years

3              Matters Arising

a) Whittlesey Washes Flood Study –Update regarding Board’s letter of objection to a spill-well being installed in the existing flood embankment. The Clerk attended a meeting at Haskoning UK Ltd at Bretton with Eddie Robinson, and Lee Garatt. Also in attendance were David Thomas (MLC) and Nicola Oldfield (EA).

In a funding bid letter the EA have identified that the South Barrier Bank could be at risk of failure if the Flood Storage Reservoir was full and subject to wave action. A failure of the bank would be uncontrolled and could endanger lives. Under the Reservoirs Act 1975 the EA must ensure that the operation of the FSR does not pose a risk to the safety of local people.

b) Water Abstraction – Update regarding letters to Environment Agency and Middle Level Commissioners regarding water abstraction.

 

4           District Officer     

a) Halden Farms – request to fill internal farm ditches at Crowtree Farm Farcet Fen. Details sent to Environmental Officer C Carson and Wildlife Trust for comments prior to Boards decision.

 

b) J H Palmer - Park Farm Glassmoor Bank – comments regarding drain works undertaken last year on the inlet drain at Park Farm

 

c)  Lark Energy – 2.7 MW solar energy farm at land south of Reach Drove, Whittlesey – drainage contribution issue

 

d) Water inlet improvements Ramsey Road, Horsey Toll - Barhale construction have quoted £4,803 for 225mm pipe, £5,645 for 315mm pipe and £8,604 for 450mm pipe

 

e) Eastrea Road – Nursery Site – The Clerk to report

 

f) Mrs L S Ross – request to fill section of ditch at 60 South Green, Coates, point 44 on district plan.

 

5              General Matters

a) St Germans Pumping Station – The date for the Board’s visit to St Germans has been fixed for 10am Tuesday 20th September 2011.

b) Auditor  

i) The Audit Commission has appointed Moore Stephens as the auditor for the Board with effect from 1st April 2011.

ii) G Whitfield – “I can confirm that in my opinion the systems of financial control are effective and the accounting records are up to date with regular reconciliation statements. Payments have good supporting documentation and income is properly recorded and banked. Risk assessment procedures are sound, with assets registers complete with full supporting documentation. There is a good audit trail from the cash books and the various supporting documents to the data produced in the annual return presented to the Board

c) Huntingdonshire District Council – Mr C Allen, Project & Assets Manager has been appointed as the Council’s representative

d) Fenland District Council – Mr R C Speechley & Mrs P Potts have been appointed as the Councils representatives.

e) Defra – Public Bodies Bills – IDBs are to be included within the scope of the Bill. The Bill will allow IDBs to determine their own size and the pros and cons of amalgamations.

The Flood and Water Management Act recognises and builds on the key role of IDBs in managing flood risk. The Environment Agency is to develop a national strategy in developing and implementing the local flood risk strategies. IDBs have a duty to act consistently with these strategies when exercising its flood and coastal erosion risk management functions.

f) Consents

No 2 NTSS Ltd Goosetree Farm Rings End – post and wire fence within nine meter maintenance strip

No 3 Jones & Jones Ltd – Chapel Farm, Eldernell – extension and provision of three culverts.

No 4 E C Brown & Sons – Benwick Road & Jones Drove – tile drainage outfalls.

g) Rate Determination – (with effect from 1st April 2012)

The Clerk to confirm that the Differential Rating Order was authorised on the 25th July 2011.

 

The estimated net expenditure of £198,300 (12.02p) and £14,280 (2.98p) however under minute WD14/11 the Board decided that a rate of 12p for Whittlesey and 5p for the Drysides area should be levied in 2011/2012: -

a)                   A rate in the £ of 12.00p on agricultural land and buildings in Whittlesey area   to raise £146,237.88                   

b)                   A rate in the £ of 5p in the Drysides on agricultural land and buildings  to raise £923.10

c)                   A Special levy on Fenland District council in the Whittlesey area to raise £35,997.84

d)                   A Special levy on Fenland District Council in the Drysides area to raise £22,975.30

        e)     A special levy on Huntingdonshire District Council of £15,743.64 in the Whittlesey area
